Good afternoon Chair Levin and members of the General Welfare Committee. I am Jessica Yager, the Vice President of Policy and Planning at Win, the largest provider of shelter and services to homeless and formerly homeless families with children in New York City. I am here today to discuss a pending expense before the City Council that, due to the latest federal stimulus bill signed by President Biden last Thursday, the City has the funding it needs to enact. The proposed expense is the increase of rental voucher values to Section 8 levels, as outlined in Intro. No. 146-2018.
